PCDC Accomplishments

For over 40 years, as the only active civic community organization, PCDC has brought the many complexities of Chinatown to the attention of city, state and federal agencies. PCDC has a history of building over 226 units of residential housing and over 24 units of commercial space, together with many other important achievements during the years.


TIMELINE

2007
PCDC worked with Philadelphia Safe and Sound to complete a social service needs assessment
Funding support was provided by the Wachovia Regional Foundation.
2006
Site improvements in Chinatown North at Holy Redeemer wall PCDC celebrated its 40th Anniversary at the PA convention center with a spectacular gala
2005
Launching of the Chinatown Home-ownership Initiative, a comprehensive bi-lingual housing counseling program
2004
PCDC hosts 1st Annual “Quality of Life” Fair
2003
Completion of Sing Wah Yuen, a 10-unit development for low/moderate-income families in Chinatown North
2002
PCDC started construction of the Sing Wah Yuen project and is expected to be completed in less than a year.
2000
PCDC began to update Urban Design Plan for Chinatown North
PCDC completed feasibility study and began plans for acquisition of a site for the Chinatown Community Center.

PCDC won a six-month battle against the baseball stadium proposed at 11th and Vine Streets.

1999

PCDC initiated Bill No. 980895 to rezone 44 acres of land bounded by Vine to Spring Garden and 8th to 11th Streets for Chinatown expansion.

1998

PCDC designed and constructed its new office at Northeast corner of 9th & Vine Streets.

1996 to 1998

PCDC celebrated its 30th anniversary at a Groundbreaking Ceremony for Hing Wah Yuen.

1994

PCDC succeeded in a two year battle against a federal prison proposed for the 8th & Callowhill Streets.

1989

PCDC initiated Bill No. 429 establishing Chinatown Special Zoning District to preserve the Community from urban developmental pressures.

Gim San Plaza: Development of 28 market rate residential & 14 commercial units at 9th & Race Streets.

PCDC completed the second Comprehensive Plan for the growth and development of Chinatown North.

1983 to 1987

PCDC joined with Penn Dot in the redesign and the construction phase of the Scaled-Down Expressway.

1984

On Lok House: Development of 55 Section 8 rental unites for the elderly & 2 commercial units at 219 North 10th Street.

China Friendship Gate: Developer of the first authentic gate built in America by artisans from China. This historical landmark is at 10th & Arch Streets.

1983

Wing Wah Yuen (Dynasty Court): Development of 56 Section 8 rental apartments & 6 commercial units at Race Street between 10th & 11th Streets.

1982

Mei Wah Yuen: Development of 25 townhouses on Spring Street from 9th to 11th streets.

1974 to 1982

PCDC initiated the Chris Chadbourne Report, the first comprehensive study for Chinatown and then undertook to implement the report.

1969 to 1977

PCDC participated in the Response to the Environmental Impact Statement (EIS) for the Expressway and advocated for an alternate highway design.

1969

PCDC formally became a 501 C3 non-profit organization, one of the oldest CDC’s in the country.

1966 to 1969

PCDC successfully blocked the construction of the full-scale Vine Street Expressway Project.
