For over 40 years, as the only active civic community organization, PCDC has brought the many complexities of Chinatown to the attention of city, state and federal agencies. PCDC has a history of building over 226 units of residential housing and over 24 units of commercial space, together with many other important achievements during the years.
Supported by the United Way Grant, PCDC launches The Family Support Service Program. The program helps low-income families meet basic needs by providing services such as Senior Assistance Programs, Home Energy Subsidies, Property Tax Assistance, and much more.
Launching of $1-A-Day Campaign,a partnership between the community and city which combines a street cleaning program with education and enforcement.
Chinatown received its first historical marker on 9th and Race Street.
PA Commerce Department awarded funds to PCDC for a commercial corridor program, The Main Street Program. The program’s purpose is to enhance Chinatown’s image as a commercial and tourist attraction, improve the environment and quality of life for all visitors and residents of Chinatown, and promote economic development and diversity in our community.
PCDC worked with Philadelphia Safe and Sound to complete a social service needs assessment. Funding support was provided by the Wachovia Regional Foundation.

PCDC initiated Bill No. 980895 to rezone 44 acres of land bounded by Vine to Spring Garden and 8th to 11th Streets for Chinatown expansion.
PCDC designed and constructed its new office at Northeast corner of 9th & Vine Streets.
PCDC celebrated its 30th anniversary at a Groundbreaking Ceremony for Hing Wah Yuen.
PCDC succeeded in a two year battle against a federal prison proposed for the 8th & Callowhill Streets.
PCDC initiated Bill No. 429 establishing Chinatown Special Zoning District to preserve the Community from urban developmental pressures.
PCDC joined with Penn Dot in the redesign and the construction phase of the Scaled-Down Expressway.
On Lok House: Development of 55 Section 8 rental unites for the elderly & 2 commercial units at 219 North 10th Street.
Wing Wah Yuen (Dynasty Court): Development of 56 Section 8 rental apartments & 6 commercial units at Race Street between 10th & 11th Streets.
Mei Wah Yuen: Development of 25 townhouses on Spring Street from 9th to 11th streets.
PCDC initiated the Chris Chadbourne Report, the first comprehensive study for Chinatown and then undertook to implement the report.
PCDC participated in the Response to the Environmental Impact Statement (EIS) for the Expressway and advocated for an alternate highway design.
PCDC formally became a 501 C3 non-profit organization, one of the oldest CDC’s in the country.
PCDC successfully blocked the construction of the full-scale Vine Street Expressway Project.
