Neighborhood Planning Overview
As Chinatown’s Registered Community Organization (RCO), we work with City agencies and community members to ensure that Chinatown has a voice in land use and development matters. From promoting best practices for land use, to collecting community feedback on zoning map updates, we are devoted to community-driven, community-engaged efforts to preserve, protect and promote Chinatown.

Chinatown Stitch
The Chinatown Stitch: Reconnecting Philadelphia to Vine Street is a project that will explore capping a portion of the Vine Street Expressway.
A cap is a bridge or structure built over a highway that allows for uses such as parks, open space, or commercial and residential buildings.

Vine Street Expressway
Construction is underway for the Highway Safety Improvement Project (HSIP), a joint initiative between the Philadelphia Chinatown Development Corporation (PCDC) and the Pennsylvania Department of Transportation (PennDOT). This project aims to improve the safety of pedestrian, cyclist, driver, and all traffic participants along Vine Street. These upgrades will be laying the groundwork for long-term upgrades under the future Chinatown Stitch.
The planned improvements were shaped by extensive community engagement through multiple HSIP surveys, open houses, and community meetings. The enhancements being implemented are temporary safety measures designed to address immediate concerns while full-scale Stitch improvements are still in development.

Project Timeline
- April 2025 – Award to Contractor
- June 2025 – Contractor Notice to Proceed
- June 2025 thru March 2026 – Stage 1
- Sept 2025 thru March 2026 – Stage 2
- Feb 2026 thru June 2026 – Stage 3
- June 2026 – Substantial completion (Project open to public)
- July 2026 – Project Completion
Detours will be in effect around the construction zone from September 2025 through March 2026. Stay tuned!

Neighborhood Advisory Committee
The Neighborhood Advisory Committee (NAC) Program helps residents learn about City programs that could benefit them.
The Neighborhood Advisory Committee (NAC) is a program under the Division of Housing and Community Development (DHCD) of the City of Philadelphia. NACs work to connect residents with City programs that can improve their quality of life.
