Affordable Housing & Development

Establishing roots for Chinatown

Since 1966, PCDC has developed 481 units of market-rate and mixed-use affordable housing including Mei Wah Yuen, Wing Wah Yuen, Gim San Plaza, On Lok House, Hing Wah Yuen, Sing Wah Yuen, Francis House of Peace—Ping An House, and N 12th Family Homes. 306 of the units are affordable housing for low to moderate income families.

List of PCDC Housing Projects

Mei Wah Yuen (1982)

Development of 25 townhouses on Spring Street from 9th to 11th Streets. Preserved the residential character of Chinatown’s streets.

Wing Wah Yuen (Dynasty Court) (1983)

Development of 55 units (Section 8) at Race Street between 10th & 11th Streets.

On Lok House (1984)

Development of 55 units (Section 8) rental units for the elderly & 2 commercial units at 219 North 10th Street. Innovation of incorporating commercial in affordable developments. Currently offering a Senior Center.

Gim San Plaza (1989)

Development of 14 residential units (28 apartments) and 14 commercial units (stores) at 9th and Race St.

Hing Wah Yuen (1997)

Development of a 51-unit mixed-income affordable housing development on 9th and Vine St.

Sing Wah Yuen (2003)

Development of 11 units of housing for first-time homebuyers. The development has 10 low-moderate income residential units and l market rate mixed commercial/residential unit.

Francis House of Peace—Ping An House (2016)

Development of nine-story, mixed-use affordable housing for both a special needs population (homeless adult men and women) and to the community at 810 Arch Street.

N 12th St. Homes (2019)

Development of 8 units of rental units at North 12th Street. As of Fall 2020, all units are leased.

Man An House (2024)

New construction, 100% affordable, senior development consisting of studios, one-, and two -bedroom units within a five-story building in Chinatown.

Winter Street Project (2026)

Six affordable rental units, with a small enterprise incubator space on the ground floor.

Winter West Affordable Project (expected 2027)

Forty (40) fully-affordable rental units for households earning 20% to 80% area median income (AMI) and will provide a designated community space.
