Bill serves as President and Chief Executive Officer of United Way of Greater Philadelphia and Southern New Jersey (UWGPSNJ) and leads UWGPSNJ’s mission to fight poverty and expand opportunity by harnessing the collective power of more than 100,000 donors, advocates, and volunteers within our region.
Under his leadership, UWGPSNJ helped raise and distribute over $18 million to nonprofit organizations through the PHL COVID-19 Fund and most recently launched The Promise, a public-private partnership to lift 100,000 Philadelphians out of poverty over the next five years.
Bill is a graduate of Southern Methodist University and Yale University Divinity School, and is an Ordained Minister in the Presbyterian Church, PC (USA). Bill serves as pastor at Arch Street Presbyterian Church and is active on several governing and advisory boards of arts, social service, and social innovation organizations in the Philadelphia area.
Neighborhood Program Coordination Supervisor

Elhadji Ndiaye is the Neighborhood Program Coordination Supervisor in the Neighborhood Advisory Committee (NAC) program. He monitors the NAC program funded by the Division of Housing and Community Development (DHCD). The NAC promote resident participation at the neighborhood level to carry out the city housing and housing related programs i.e., provide necessary services to the community to keep them aware, informed, educated, and engaged. This also includes monitoring the NACs in making sure they meet contractual obligations, stay within their specified budget and submit invoices to DHCD properly and promptly.
Community Advocate
Anna Perng is a disabled Asian American community organizer who recently joined the U.S. Department of Health and Human Services as Special Assistant in the Administration for Community Living.
During the pandemic, Anna helped establish the Philadelphia COVID-10 Health Equity Coalition, a grassroots initiative to connect diverse community groups, faith groups, and leaders with independent pharmacies, federally qualified health centers, and health partners to establish culturally and linguistically accessible education and vaccine clinics. After the Philadelphia Department of Public Health launched their home vaccination program, Anna developed training in partnership with Deaf and disabled leaders around cultural safety and best practices for City staff and vaccine partners.
Prior to joining ACL, she was an appointee to the Obama Biden Administration at the U.S. Department of Housing and Urban Development. When Anna became a parent to two wonderful children with multiple disabilities, a federally qualified health center asked her to help establish a safety net for immigrants with disabilities. She co-founded Chinatown Disability Advocacy Project, a community of immigrants with disabilities, families, service providers, community-based organizations, and government partners advocating for systemic change, language access, disability justice, and inclusion in the Greater Philadelphia area. Anna has served on the Philadelphia Mayor’s Commission on People with Disabilities and Philadelphia Coalition of Special Education Advocates, focusing on educational equity for historically excluded communities.
