IF YOU ARE A RENTER

Update on the Status of Eviction Hearings

(This information was last updated on Friday, March 20, at 12 PM)

For anyone with an eviction hearing scheduled before April 1st, your hearing is postponed and you will get a new Court date. Please check your mail for this new Court date.

If you already went to Court and received an eviction judgment in Municipal Court, the Landlord-Tenant Officer will not be proceeding with a lockout from March 16th through March 29th. More info here.

If you received an eviction judgment from the Court of Common Pleas, the Sheriff will not be proceeding with a lockout from March 16th through April 12th. More info here.

The Fair Housing Commission (FHC) is not holding hearings for two weeks, though you can still complete an intake form and file with the FHC. You can send completed intake questionnaires to the FHC e-mail address at fairhousingcomm@phila.gov. The date it is received will be your filing date. You can also call the FHC main telephone line at 215-686-4670

If you have any tenant-related questions, please call the hotline at 267-443-2500 and leave a message. Someone will try to return your call within 24 hours.

INFORMATION FOR PHA PUBLIC HOUSING AND PAPMC RESIDENTS

Evictions 

Effective immediately, PHA has suspended all evictions for thirty (30) days. PHA will be postponing all court appointments where residents have failed to pay rent. Residents are still required to pay rent  

Hardship Rent Abatement 

If a resident has experienced a financial hardship, such as the loss of a job or decrease in hours or pay, they can apply for a hardship waiver of their rent that will be made retroactive from the date of the hardship event.   

Rental Payments All rent payments are to be dropped off at secure site office mailbox. Rent receipts will be mailed to you once payment is received and processed and such payment will also be reflected in your rent statement.

INFORMATION FOR HOUSING CHOICE VOUCHER CLIENTS AND OWNERS

Hardship Rent Abatement Housing Choice Voucher (formerly Section 8) clients who have experienced a financial hardship due to COVID-19 virus, such as the loss of a job or decrease in wages, can apply for a hardship waiver of rent, which will be made retroactive from the date of the hardship event. IF YOU ARE AN EMPLOYEE

Employees in Pennsylvania who are out of work because of the coronavirus may be eligible for unemployment and workers’ compensation benefits.

Employees may be eligible if:
● Your employer temporarily closes or goes out of business because of COVID-19;
● Your employer reduces your hours because of COVID-19;
● You have been told not to work because your employer feels you might get or spread COVID-19; or
● You have been told to quarantine or self-isolate, or live/work in a county under government-recommended mitigation efforts.

RESIDENTS AND FAMILIES

Stimulus Payment

Eligible individuals in the U.S. can get $1,200 check from Federal Government as part of the $2 trillion relief bill.

If you’ve used a bank account for direct payments to or refunds from the IRS, your money will be direct-deposited. On Thursday (3/26), Treasury Secretary Steven Mnuchin said on CNBC that direct deposits could go out within three weeks. Individuals who don’t have a bank account on file with the IRS will be sent checks in the mail, according to their most recent address on file. Single adults with Social Security numbers who are United States residents and have an adjusted gross income of $75,000 or less would get the full amount. Married couples with no children earning $150,000 or less would receive a total of $2,400. And taxpayers filing as head of household would get the full payment if they earned $112,500 or less.

Above those income figures, the payment decreases until it stops altogether for single people earning $99,000 or married people who have no children and earn $198,000. According to the Senate Finance Committee, a family with two children would no longer be eligible for any payments if its income surpassed $218,000.

The payment will be made based on your tax return in 2019. If you haven’t prepared a tax return yet, you can use your 2018 return. Therefore, you should make sure that you at least have filed tax return for 2018.

Utilities

There will be no gas, electric, water or landline phone shutoffs in Philadelphia until at least May 1. In addition, the Philadelphia Water Department will restore service to delinquent customers whose service has been terminated. The reactivation fee will be waived. PGW and PECO are waiving new late payment charges through at least May 1. PECO

PECO is suspending service disconnections for non-payment and forgiving all new late payment fees until at least May 1, 2020.  Additionally, PECO has closed the Customer Solution Center (in-person support at PECO’s Main Office Building – 2301 Market Street, Phila PA) until further notice.  This closure is for the protection of both customers and employees from potential exposure to the virus.  For more information, click here.

PGW

PGW is suspending non-payment terminations and will waive new late payment charges until further notice. Please note that regular billing will continue for all customers. We strongly encourage our customers to make arrangements to stay up to date with their bill during the moratorium, if possible.

PGW has closed all five PGW Customer Service Centers until further notice. We apologize for any inconvenience this may cause. Visit PGW’s Ways to Pay to learn the many remaining ways to pay your PGW bill.

The Public Utility Commission has suspended “all door-to-door, in-person and public event sales activities” by competing electric and natural gas suppliers in light of social distancing recommendations during the pandemic. PGW crews are continuing with emergency leak response and service turn-ons only; so other than emergency response work all customers will have a scheduled appointment and should expect PGW’s arrival.

Comcast Increased Access to and Speeds of Internet Essentials to Support Americans Through Coronavirus Pandemic

On March 12th, Comcast announced that the company will help more low-income Americans to connect to the internet and increase speed for all new and existing Internet Essentials customers.

  • Speeds will increase from 15/2 MBPS to 25/3 for all new and existing customers, and will become the speed of the service going forward.
  • New families who connect will get 60 days of Internet service for free.
  • The Internet Essentials program is normally available to all qualified low-income households in Comcast’s service area for $9.95/month.

About Internet Essentials
The Internet Essentials program is available to all qualified low-income households in Comcast’s service area. It offers low-cost internet service for $9.95/month, the option to purchase a heavily subsidized computer for under $150, and access to digital skills training materials online, in print, and in-person. Since 2011, Internet Essentials has helped connect more than 8 million people, from 2 million low-income households to Internet at home.

To sign up, applicants should go to www.internetessentials.com. The website can be read in seven different languages and includes the option to video chat with customer service agents in ASL. There are also two dedicated phone numbers. For English call 1-855-846-8376. Spanish-only speakers can call 1-855-765-6995.

Healthcare

Coverage:

  • All major medical, Affordable Care Act (ACA)-compliant plans , including those available through www.healthcare.gov , should cover medically appropriate COVID-19 diagnostic testing and associated treatment. Many insurers have announced that they will cover medically appropriate COVID-19 testing without any copays, deductibles, or cost-sharing for consumers.
  • Loss of job-based coverage qualifies individuals for a special enrollment period. If individuals enrolled in Marketplace plans lose income, they may qualify for increased subsidy, or may now be eligible for Medicaid coverage. Please go to www.healthcare.gov to update your income and learn more about your options.
  • Medicaid (Medical Assistance) and CHIP covers medically appropriate laboratory testing for COVID-19 without copays. Associated treatment for COVID-19 is also covered, although there may be a nominal copay. If you cannot afford the copay at the time you receive the service, you will not be denied treatment, although your provider may send you a bill for the copayment amount.
  • Testing is also free for consumers who are uninsured. If individuals believe they may have been exposed to COVID-19, and do not have a primary care provider, they should visit a local ER, clinic, or urgent care center.
  • Medicaid applications are still being processed, and individuals should apply as normal. Individuals should note on the application if they have a health emergency related to COVID-19. DHS will continue to prioritize Medicaid applications where there is an immediate health concern, and self-attestations will be accepted.
  • Excepted benefit policies, short-term, limited-duration (STLD) health insurance coverage, and/or health care sharing ministries can have significant limitations on coverage and may not provide the same level of access.

Testing

  • Testing is available through the PA Department of Health (DOH) and commercial laboratories. In both cases, physician referral is needed.
  • For testing through the DOH, consultation with the DOH is required . Physicians should call for consultation if:
    • The patient is a contact of a confirmed case and is sick;
    • The patient resides in a congregate care setting and is sick;
    • The patient is a healthcare worker and is sick;
    • The patient is hospitalized with relevant symptoms and has no alternative diagnosis.
  • For testing through a commercial laboratory, consultation with the DOH is not required , and physicians can test if:
    • The patient does not meet the above criteria, but is symptomatic;
    • The patient does not meet the above criteria, is asymptomatic, but wants to be tested.
  • Drive-thru testing is starting to become available in Philadelphia, but only available to those who have been directly referred by a physician

Behavioral Health

  • The PA Office of Mental Health and Substance Abuse Services (OMHSAS) has temporarily suspended certain requirements for providing behavioral health services via telehealth.
  • Staff may deliver telehealth services via telephonic and video communication applications such as FaceTime or Skype available on smartphones, and through telephonic only devices when video technology is not available.

Medical Assistance for Workers with Disabilities (MAWD)

Consumers who are eligible for MAWD can be granted Good Cause during periods where they are furloughed from employment . MAWD coverage will not be canceled based on a lack of employment. Additionally, Good Cause can be granted to waive MAWD premium payments for up to two months.

Food Resource

Free, nutritious food for everyone

Philadelphia students and residents can get free food now! Visit this website for details: https://www.phila.gov/2020-03-28-where-to-find-free-nutritious-food-during-covid-19/

About the food sites:

  • Sites are open Mondays and Thursdays from 10 a.m. – 12 p.m. 
  • Residents can pick up one box per household. Supplies will last up to five days.
  • Residents do not need to present an ID or proof of income for eligibility.
  •  Food sites are supported by the City, Share Food Program, and Philabundance.

About the student meal sites:

  • 49 School District schools are open from 9 a.m – noon on Mondays and Thursdays. Each child will receive six meals.
  • Six Philadelphia Housing Authority community centers are open from 9 a.m. – noon every weekday. Each child will receive breakfast and lunch.
  • Several charter schools are also distributing meals. Times and days vary.
  • Any child is eligible at any site. No ID is required.

SNAP/Food Assistance

  • The federal rule that says able-bodied adults without dependents (ABAWDS) would be subject to a three-month time limit on receiving SNAP has been halted until further notice.
  • Non-ABAWD SNAP cases are prohibited from termination for the next three months, and work requirements will be modified for flexibility.
  • Emergency SNAP applications can be expedited and issued in 5 days. Pennsylvanians can apply for SNAP online at http://www.compass.state.pa.us.
  • The Pennsylvania Department of Agriculture also has information on its website at: https://www.agriculture.pa.gov/Pages/COVID-19.aspx. If individual food pantries close, individuals can call their regional food bank, all of which are operating.
  • A full list of what is covered and not covered by SNAP can be found in our SNAP Handbook, section 503.3, at http://services.dpw.state.pa.us/oimpolicymanuals/snap/index.htm#t=503_General_Information%2F503_3_Included_and_Excluded_Items.htm. These are specified in federal regulation and no changes or modifications were made as a part of the COVID-19 bill that Congress passed.

ANTI-DISCRIMINATION

PCDC calls all people to stand in social solidarity against hate, xenophobia, and racial targeting of ethnic Chinese and Asian Americans due to harmful stereotyping about COVID-19.The false belief that individuals are contagious because they are ethnic Chinese or Asian American is resulting in harassment, assaults, and destruction of property against Asian Americans. PCDC condemns these cowardly actions by perpetrators.
PCDC is acting to get Philadelphia residents and businesses the government resources and services necessary to stay safe and free from racist attacks.

If you have been intimidated, harassed, or assaulted and blamed for coronavirus, please report immediately.

What should I do to report acts of hate or bias?

  1. If you are a victim of any crime, you should call 911 to report it and to get further assistance (e.g. medical attention and victim services). 
  2. To report hate crimes and bias incidents (non-emergency) related to fear ofCOVID-19, you should contact the Philadelphia Commission on Human Relations (PCHR) at 215-686-4670 or pchr@phila.gov.  Anonymous reports can be made to the PCHR hotline at 215-686-2856.   3. Report to PCDC through this link: https://forms.gle/B8uZ1DqSTE3inZN79. PCDCwould like to record these incidents and report to the government in order to seek support. Only when we have more people to report these terrible incidents, can we get more attention, more support, and then change the situation.

測試
